Energy Surcharge for Station Post Insulators
We have now completed our current quarterly review of energy costs and have determined that the surcharge will be increased from its current level of six percent (6%) to eight percent (8%), effective June 1, 2008 due to continued escalation of electricity and natural gas prices. The increased surcharge will apply to all new orders and all releases under blanket purchase orders which are received and acceptaed by NGK-Locke on or after June 1, 2008. Orders and releases received and accepted prior to June 1 will be subject to the surcharge of 6% in effect at the time the order was received. Our next review date is September 1, 2008.

Energy Surcharge for Station Post Insulators Rate Review
In our memorandum dated September 29, 2005, we announced the imposition of an energy surcharge of ten percent (10%) of the product price for all orders, and order releases under existing blanket purchase orders, for station post insulators received by NGK-Locke after midnight on October 1, 2005.  At that time, we stated that we would monitor the situation closely and review the surcharge at the end of November, and every three months thereafter.

We have completed our November review of the surcharge and have determined that it will remain in effect at its current level of ten percent (10%) until our next review date of March 1, 2006.  As we stated in September, we recognize that the surcharge represents a sharing of the burdens of energy cost increases between NGK and our customers.  We pledge that the benefits of any future energy cost reductions will be likewise shared.

Energy Surcharge for Station Post Insulators Effective Oct 1, 2005
As we are all aware, energy prices in the United States and around the world have adversely impacted the costs faced by many businesses, including us. Natural gas and electricity constitute a significant portion of our overall cost structure, and we are no longer able to absorb the significant increases charged to us without passing some of them along to our customers.

NGK-Locke has determined that, effective for all orders and order releases under existing blanket purchase orders for station post insulators received by NGK-Locke after midnight on October 1, 2005, we will add an energy surcharge of ten percent (10%) of the product price (excluding such items as tax, freight, tooling charge, etc.). All open orders we have on hand will be invoiced at the time of shipment at the current price with no surcharge. The surcharge will remain in effect until further notice.

Because we are aware of the volatility of the current energy environment, we will monitor the situation closely and expect to review the surcharge at the end of November, and every three months thereafter. Just as the burdens of cost increases have been shared between NGK and our customers, the benefits of any future energy cost reductions will be likewise shared.

NGK-Locke is available to answer any questions and to discuss any issues that may arise. Please address questions to us here at NGK-Locke, to our sales offices or to our sales agents.
